　　China on Tuesday released the design of a Mars probe which the country plans to send to the Red Planet within five years.

　　我國計(jì)劃在5年內(nèi)向火星發(fā)射探測器。23日，我國公布了火星探測器的設(shè)計(jì)。

　　?在23日舉行的火星探測器設(shè)計(jì)發(fā)布儀式上(a ceremony held to reveal the Mars probe's design)，中國火星探測任務(wù)工程副總指揮(deputy head of China's Mars exploration program)劉繼忠表示，我國計(jì)劃于2020年前后發(fā)射一個(gè)無人火星探測器環(huán)繞火星運(yùn)行并完成著陸(send an unmanned probe to Mars to orbit and land on the planet around 2020)。

　　?會上，中國國家航天局(China National Space Administration)公布了我國第一款火星探測器(Mars probe)外觀設(shè)計(jì)構(gòu)型?；鹦翘綔y器將由三部分組成：環(huán)繞器(orbiter)、著陸器(lander)、火星車(rover)?；鹦翘綔y器總設(shè)計(jì)師孫澤洲表示，火星車將有6個(gè)輪子，裝有4塊太陽能電池板(solar panel)，重約200千克，將搭載13臺科學(xué)載荷(carry 13 scientific instruments)，在火星上工作92天。

　　?中國火星探測任務(wù)工程總設(shè)計(jì)師(the program's chief planner)張榮橋介紹了中國首次火星探測任務(wù)。他說，火星距離地球最遠(yuǎn)達(dá)4億公里(the farthest distance between the Earth and Mars is about 400m km)，探測器在器箭分離后經(jīng)過約7個(gè)月巡航飛行被火星引力捕獲(be captured by the Martian gravity)，環(huán)繞器環(huán)繞火星飛行后要與火星車分離，然后進(jìn)入任務(wù)使命軌道開展對火星全球環(huán)繞探測(orbit Mars to survey the planet)，同時(shí)為著陸器開展中繼通訊(relay communication)。著陸器在火星表面實(shí)現(xiàn)軟著陸并與火星車分離(the lander will soft-land on the Martian surface and deploy the rover)。隨后，火星車開始火星表面巡視探測，要探測火星的形貌、土壤、大氣(detect the landform, soil and atmosphere of Mars)，尋找水分布跡象(look for traces of water)。

　　?《奧林匹克憲章(the Olympic Charter)》指出，奧林匹克精神就是相互了解、友誼、團(tuán)結(jié)和公平競爭的精神(mutual understanding with a spirit of friendship, solidarity and fair play)。奧林匹克精神可以用the Olympic spirit來表達(dá)，類似的表達(dá)有the spirit of the Chinese women's volleyball team(中國女排精神)，the never-say-die spirit(永不言棄的精神)。

　　China announced a State-level plan on Thursday to curb antimicrobial resistance, which involves 14 ministries and agencies, including health, agriculture, food and drug, and environmental protection.

　　我國25日宣布《遏制細(xì)菌耐藥國家行動(dòng)計(jì)劃》，該計(jì)劃涉及衛(wèi)生、農(nóng)業(yè)、食藥、環(huán)保等14個(gè)部門機(jī)構(gòu)。

　　? 細(xì)菌耐藥(antimicrobial resistance, AMR)是全球公共健康領(lǐng)域面臨的一項(xiàng)重大挑戰(zhàn)(a major global public health challenge)。細(xì)菌耐藥指細(xì)菌、真菌、病毒、寄生生物(bacteria, fungi, viruses and parasites)等微生物對于抗菌藥物的耐受性(resistance of a microorganism to an antimicrobial drug)，起初該藥物能對這種微生物引起的感染進(jìn)行有效治療(that was originally effective for treatment of infections caused by it)。 耐藥性根據(jù)其發(fā)生原因可分為獲得耐藥性(acquired resistance)和固有耐藥性(intrinsic resistance)。

　　? 《遏制細(xì)菌耐藥國家行動(dòng)計(jì)劃(2016-2020年)》的出臺背景是：抗菌藥物廣泛應(yīng)用于醫(yī)療衛(wèi)生(be widely used in health care)、農(nóng)業(yè)養(yǎng)殖領(lǐng)域，在治療感染性疾病挽救患者生命(treat infectious diseases and save patients' lives)、防治動(dòng)物疫病(animal epidemic prevention and treatment)提高養(yǎng)殖效益以及保障公共衛(wèi)生安全中，發(fā)揮了重要作用。但是，由于新型抗菌藥物研發(fā)能力(R&D capability)不足、藥店無處方銷售抗菌藥物(sales of antimicrobial drugs without preions in some pharmacies)、醫(yī)療和養(yǎng)殖領(lǐng)域不合理應(yīng)用抗菌藥物、制藥企業(yè)(pharmaceutical enterprise)廢棄物排放(waste discharge)不達(dá)標(biāo)、群眾合理用藥(rational drug use)意識不高等多種因素，細(xì)菌耐藥問題日益突出。

　　? 文件提出，從國家層面實(shí)施綜合治理策略和措施，對抗菌藥物的研發(fā)、生產(chǎn)、流通、應(yīng)用環(huán)節(jié)加強(qiáng)監(jiān)管(intensify oversight in research and development, production, distribution and application of antimicrobial drugs)，加強(qiáng)宣傳教育、加強(qiáng)國際交流合作(intensify international cooperation and exchanges)，應(yīng)對細(xì)菌耐藥帶來的風(fēng)險(xiǎn)挑戰(zhàn)。

　　? 到2020年，爭取研發(fā)上市全新抗菌藥物1-2個(gè)，新型診斷儀器設(shè)備和試劑5-10項(xiàng)(one or two new antimicrobial drugs, and five to ten new testing devices as well as reagents will be developed and made available by 2020)。零售藥店憑處方銷售抗菌藥物的比例基本達(dá)到全覆蓋(basically all retail drugstores should sell antimicrobial drugs only when provided with preions)，省(區(qū)、市)憑獸醫(yī)處方銷售抗菌藥物的比例達(dá)到50%。全國二級以上醫(yī)院基本建立抗菌藥物臨床應(yīng)用管理機(jī)制(establish a management mechanism to strictly control clinical application of antimicrobial drugs)。對醫(yī)務(wù)人員、養(yǎng)殖一線獸醫(yī)和養(yǎng)殖業(yè)從業(yè)人員完成抗菌藥物合理應(yīng)用培訓(xùn)(medical staff, veterinarians and employees of poultry and livestock industries finish training on the proper use of antimicrobial drugs)；全面實(shí)施中小學(xué)抗菌藥物合理應(yīng)用科普教育(all primary and middle school students should be educated on the issue)。

　　China's banking watchdog and three other ministries jointly issued a set of regulations Wednesday, aiming to tighten supervision of the country's booming peer-to-peer (P2P) lending industry.

　　中國銀監(jiān)會等四部委24日聯(lián)合發(fā)布了系列管理?xiàng)l例，旨在加強(qiáng)對我國迅猛發(fā)展的網(wǎng)絡(luò)借貸行業(yè)的監(jiān)管。

　　? 新規(guī)界定了網(wǎng)絡(luò)借款的內(nèi)涵，強(qiáng)調(diào)網(wǎng)貸機(jī)構(gòu)作為金融信息服務(wù)中介的定位(emphasize the role of P2P lending companies as financial information service intermediaries)，確立了網(wǎng)貸監(jiān)管由銀監(jiān)會(China Banking Regulatory Commission, CBRC)及其派出機(jī)構(gòu)和地方金融監(jiān)管部門雙負(fù)責(zé)的監(jiān)管體制，并以負(fù)面清單形式劃定網(wǎng)貸業(yè)務(wù)邊界(provide a negative list to draw the business boundaries of P2P lending companies)，明確網(wǎng)貸平臺不能從事的十三項(xiàng)禁止性行為(impose 13 restrictions on P2P platforms)。

　　? 新規(guī)禁止網(wǎng)貸平臺設(shè)立資金池(cash pool)、吸收公眾存款(absorb public savings)或?yàn)榻杩钊颂峁┤魏涡问降膿?dān)保(provide any form of guarantee for borrowers)。根據(jù)新規(guī)，個(gè)人借款人在單個(gè)網(wǎng)貸平臺的借款上限為20萬元，在不同平臺的借款上限為100萬元。新規(guī)還要求網(wǎng)貸平臺通過合格的銀行業(yè)機(jī)構(gòu)(qualified banking institutions)存儲、管理客戶資金并準(zhǔn)確、及時(shí)地披露借款人、融資項(xiàng)目和平臺運(yùn)營的相關(guān)信息(disclose information on the borrowers, financing projects and platform operation accurately on a timely basis)，以更好地保障客戶的資金安全(better ensure the clients' money safety)。

　　A strong earthquake rocked central Italy early Wednesday, collapsing homes on top of residents as they slept.
